 ECHR may hold hearing on Azerbaijani hostages Dilgam Asgarov and Shahbaz Guliyev next year

'Azerbaijani Government presented its position to the European Court of Human Rights(ECHR) regarding Dilgam Askerov and Shahbaz Guliyev being held hostages by the Armenian side,' said Azerbaijan’s representative to the European Court of Human Rights, chief of the Presidential Administration’s Sector for Human Rights Chingiz Askerov told reporters. 

'Azerbaijan has entered into an agreement with the world's leading lawyers regarding this issue. A very detailed position has been submitted to the European Court. It is the last stage in the process. Then the European Court must determine the date of the hearing. It is likely that the hearing will be held next year,' Askerov noted. 

Askerov stated that the release of Azerbaijani hostages is the duty of the Committee of Ministers of the Council of Europe: 'The European Court will determine the violation of the rights of these two hostages in their decisions. Then Armenia will have to implement this decision. The Committee of Ministers of Council of Europe will control this process. The result depends on how the Committee of Ministers will demonstrate its power.'

'Armenia may not implement the decision. However, the Council of Europe has relevant impact mechanisms. We will make Armenia fulfil the decision by using those mechanisms and raising the following issue,' Askerov added.
