The letter reads:

This year your national holiday is celebrated under difficult conditions. I hope that we will be able to overcome the great challenges of the coronavirus crisis with our joint global efforts.
We have observed positive development of our bilateral relations over the past 28 years. We hope that the course of economic and social reforms will open up further prospects for our cooperation. My country is looking forward to continuing and deepening these close relations with Azerbaijan through personal talks and visits at all levels.
