Francesco Rocca, President of the International Federation of Red Cross and Red Crescent Societies, said he was shocked and appalled by the killing of a Red Crescent volunteer.
"I was shocked and appalled by the killing of one of Red Crescent volunteers in Barda, Azerbaijan, while he was delivering aid to civilians," Rocca tweeted.
"Humanitarian are not a target. My thoughts and condolences to his beloved," he wrote.
