The new draft law consists of 3 chapters and 19 articles. The document defines the scope of international crimes. The category of international crimes includes aggression, genocide, crimes against humanity and military offenses. The draft law explains in detail the essence of these concepts.
It also covers issues of universal jurisdiction, ethnic cleansing, war crimes, international crime prevention and other important issues. The document also outlines the international mechanisms for persecution of serious international crimes and other important points.
The approval of the draft law is also essential in terms of legal assessment of the acts of those accused of committing the Khojaly Genocide.
The document was presented in parliament in February this year.
