The Baku Declaration was adopted following the 7th Ministerial Conference of the Heart of Asia-Istanbul Process (HoA), titled “Security and Economic Connectivity towards a Strengthened Heart of Asia Region”.
Azerbaijani President Ilham Aliyev, Afghan President Ashraf Ghani, foreign ministers of Azerbaijan, Afghanistan, Turkey, Pakistan, India and Iran, officials from several countries, as well as representatives of international organizations attended the conference.
