“On special representative for the South Caucasus we didn’t make decision yet. Previous representative Kristian Vigenin concluded his work recently and offered recommendations at our standing committee meeting. We initiated internal reform process, which might include optimization of different positions or strengthening functions and mandates. I think Special Representative institute is important tool for engagement in particular field or region and we have good examples in OSCEPA,” Tsereteli said.

He noted that discussions on special representative will be held in Berlin during the Assembly’s annual session.

“So, we will have discussions in Berlin, during our annual session and I hope to appoint new special representative for the South Caucasus soon,” Tsereteli added.

On February 22, 2018, Kristian Vigenin announced his resignation as Special Representative of the OSCE Parliamentary Assembly for the South Caucasus.

“With a letter to OSCE PA President Tsereteli I announced that I withdraw from the position of Special Representative as of 12:00 on 22.02.2018 in order to concentrate on my work as Rapporteur in the Political Affairs and Security Committee,” Vigenin said.

Vigenin said that dealing with all three countries under the same umbrella "South Caucasus" is not productive any more for the OSCE PA.

He noted that the position of Special Representative for the South Caucasus in the current conditions will remain purely ceremonial.

Vigenin also urged to abolish the position of Special Representative and transfer these responsibilities to an OSCE PA vic-president.
