Several people were hit by the vehicle, a police spokesperson said.
Officers fired shots at the ambulance and and arrested the man, who was not critically injured by the gunfoire.
It is unclear if the incident is being treated as a deliberate attack.
Eyewitnesses told local broadcaster NRK that the ambulance hit a child in a pushchair.
The child has reportedly been taken to hospital.
