President Ilham Aliyev made these remarks at the meeting with newly appointed Minister of Foreign Affairs, Jeyhun Bayramov. 

"In regard to the negotiations, I would like to restate that we do not intend to hold negotiations and meaningless video conferences for the sake of imitation. It must have a meaning. OSCE Minsk Group must be active in this issue. Within their mandate, negotiations must be held not only provision of ceasefire on Azerbaijan-Armenia border, but also substance. There is a base for this which has been formulated throughout the years.

However, Armenia destroys the construction of negotiations with destructive actions, unconstructive statements and military crimes committed on Azerbaijan- Armenia border.  Armenia wants to change the format of talks, violating the substance of the talks, " the head of the state noted. 

"Negotiations must be held in accordance with its substance. If we see that the talks are meaningless, then we will take appropriate steps by making relevant statements," President Aliyev added.

President Ilham Aliyev also gave some relevant instructions to the newly-appointed Minister of Foreign Affairs, Jeyhun Bayramov:

"First of all, the internal system in the ministry must be improved. It is important to carry out analysis and take practical measures to eliminate deficiencies. Personnel policy should be based on professionalism, patriotism and national values, not personal acquaintances, sympathy and friendship. Professional, patriotic, skilled and able to adequately defend the interests of Azerbaijan should be promoted. Coordination between different departments in the Ministry should be ensured. I will wait for your proposals to take additional measures for the activities of the ministry".
