Azerbaijani President's Aide comments on UN's Karabakh discussions

After a 25-year break, the UN Security Council held discussions on the Armenia-Azerbaijan Nagorno-Karabakh conflict on September 29 and October 19, said Assistant to the President of Azerbaijan, Head of Foreign Policy Affairs Department of the Presidential Administration Hikmet Hajiyev .

“We regret to say that although in 1993, four UN Security Council (UNSC) resolutions 822, 853, 874 and 884 were adopted on the occupation of Azerbaijani territories by Armenia, the UNSC held the very last discussions on the conflict in 1995”, Azerbaijani President’s Assistant noted. 

Hikmet Hajiyev stated that the UNSC resolutions condemn the use of force by Armenia against Azerbaijan, emphasize that Nagorno-Karabakh is an integral part of Azerbaijan and demand the unconditional and complete withdrawal of Armenian troops from all occupied territories of Azerbaijan.

“Following the discussions on the Armenia-Azerbaijan Nagorno-Karabakh conflict at the UNSC on 19 October, a draft statement was prepared on behalf of the Security Council President. The draft statement did not include any references to the current UN Security Council resolutions. The project was developed mainly by the Russian Federation and France”, Hajiyev highlighted.

Presidential Aide also noted that Indonesia, Niger, Tunisia, Vietnam, South Africa, Saint Vincent and the Grenadines and the Dominican Republic, both non-permanent members of the UN Security Council and members of the Non-Aligned Movement, have twice broken the silence and insisted to include references on UN Security Council resolutions to the statement. “Therefore, these states have once again demonstrated their commitment to the UN Charter, international law norms and principles, UNSC resolutions, Bandung principles, and NAM documents”.

Hikmet Hajiyev particularly touched on the persistent and determined position of the Non-Aligned Movement member states which led to the withdrawal of the draft statement.

Note, President Ilham Aliyev expressed gratitude to Indonesia, Niger, Tunisia, Vietnam, South Africa, St. Vincent and the Grenadines and the Dominican Republic for their fair and determined positions. Ilham Aliyev said that as a Chairman of the Non-Aligned Movement, as he said in his speech at the XVIII Summit in Baku in 2019, he will continue to defend the interests of the member states, international law and justice in the UN and other international organizations.

As a Chairman of the Non-Aligned Movement, President Ilham Aliyev calls on all member states to show solidarity, unity and mutual support on the basis of the Bandung Principles. "
