To compensate for the heavy losses on the battlefield, Armenia mobilizes the Armenian Diaspora abroad under the guise of non-governmental organizations and charities and raises funds for its army ("We are our borders - All for Artsakh" donation campaign, Armenia Fund, Armenian General Benevolent Union, Armenian Canadian Medical Association of Ontario, Fund for Armenian Relief, Tufenkian Foundation, Armenian Relief Society, etc.), Assistant of the President of the Republic of Azerbaijan, Head of Foreign Policy Affairs Department of the Presidential Administration Hikmet Hajiyev told reporters. 

Presidential Aide said: “Funds gained through non-governmental organizations and charities run by the Armenian Diaspora are used to finance the Armenian army operating in the occupied territories of Azerbaijan. Thus it contributes to further attacks by Armenia against Azerbaijani civilian population. Correspondence between Armenians living abroad on social media and networks proves this. 

It is not the first case that the Armenian Diaspora abroad has misused funds obtained through non-governmental organizations and charities to illegally operate and strengthen the occupation of Azerbaijani territories, as well as purchase armament for the occupying army. Over the past 30 years, the Armenian Diaspora has worked actively in this direction and deceived the taxpayers of relevant foreign countries. Besides, illegal funds were transferred to the so-called regime in occupied territories of Azerbaijan without any control mechanism, which means financing of terrorism.

In accordance with the provisions of the International Convention for the Suppression of the Financing of Terrorism, as well as UN Security Council Resolutions 1373 (2001), 2178 (2014), 2195 (2014) and 2347 (2017), the above mentioned activities of non-profit organizations are considered as a terrorist financing, and states should take preventive measures to prevent such cases. In this regard, Azerbaijan calls on UN member states to prevent the use of their territories to finance Armenian terrorism against the sovereignty and territorial integrity of our country."
