"The center would identify the side that violates the ceasefire and take punitive measures against it," the Turkish minister said. "There will be not only one center, but also departments. Details will be announced tomorrow."
Cavusoglu added the center is being built in accordance with paragraph 5 of the trilateral Declaration signed by Russia, Azerbaijan and Armenia.
According to the minister, the center will be in the territory of Azerbaijan after the discussions.
