The investigations conducted by the Prosecutor General's Office of the Republic of Azerbaijan analyzed some facts related to the criminal acts committed by a group of people living in the territory of Abkhazia, Georgia against the Republic of Azerbaijan. 

With the calling and leadership of Seyran Kocamanyan, Galust Trapizonyan and others living in Abkhazia, Georgia, more than 20 people met with the leaders of the so-called "Nagorno-Karabakh" regime in October 2020 and discussed their participation in hostilities. They illegally entered Khankendi and other occupied settlements through the territory of Armenia without crossing the state border checkpoints and were used as a mercenary by the Armenian leadership against the civilians of the Republic of Azerbaijan and the armed forces conducting anti-terrorist operations. 

Additionally, members of the criminal group participated in terror activities using ammunition and military equipment, opening fire with the intention of national hostility and committed numerous crimes against civilians who did not take part in military operations and explosion that threatened to have socially dangerous consequences. 

The Prosecutor General of the Republic of Azerbaijan initiated a criminal case under Articles 100.02 (waging an aggressive war, 120.2.1 (intentional homicide by a criminal organization) and 318.2 (illegal crossing of the state border of the Republic of Azerbaijan) of the Criminal Code of the Republic of Azerbaijan and entrusted the investigation to the Prosecutor General's Office.

The Prosecutor General's Office of the Republic of Azerbaijan will take all necessary measures to bring to justice those who committed criminal acts in Azerbaijan, including any illegal actions against citizens of the Republic of Azerbaijan, within the framework of international law.
