On February 18, at about 6 pm, the Tartar District Prosecutor's Office received information that citizens Bakhtiyar Mahmudov and his relative Elshan Abbasov had been hit by an anti-tank mine in the Talysh village of Tartar, AzVision.az reports citing the District Prosecutor's Office.
In regard with the fact, the Tartar District Prosecutor's Office launched a criminal investigation under Article 100.2 (planning, preparation, initiation or conduct of an aggressive war), 116.0.6 (violation of international humanitarian law during an armed conflict), 120.2.4 (murder with special cruelty or general danger) and other articles of the Criminal Code.
