“In keeping with one nation, two states concept, we congratulate our Azerbaijani brothers, with whom we are together in sorrow and joy, on the occasion of Victory Day, which will be marked on November 8. As we have done so far, we reiterate our support for them in their just cause," Pinar Kara, spokesperson for the Turkish Ministry of National Defense, said on Monday.
