Armenia usually makes provocations before the announced talks, Azerbaijani Foreign Minister Jeyhun Bayramov told reporters, AzVision.az reports.
Bayramov added that this is not accidental.
"This shows that the Armenian political leadership did not completely abandon its provocative policy," the minister said.
