“It will largely depend on the Armenian side’s ability and willingness to address the only remaining impediment to finalizing a peace deal, which is resolving the constitutionally embedded territorial claims against Azerbaijan”, said Elchin Amirbayov, Representative of the President of the Republic of Azerbaijan on special assignments, during a debate at the Hudson Institute.
“Otherwise, we do not see any insurmountable difficulties in the text of the peace agreement,” he noted.
“As mentioned recently, most of the agreement has been reached; the remaining issues are all manageable. But we cannot go ahead and sign a peace deal while turning a blind eye to the very existential reason for this conflict-that Armenia had territorial claims against us, which are still valid under their constitutional legal framework. The sooner this issue is resolved, the sooner we will move to the final phase,” Amirbayov added.
