Azerbaijan will host the PreCOP event on October 10-11, ahead of the COP29 conference in November, announced Rustam Hasanov, Adviser to the Minister of Ecology and Natural Resources of Azerbaijan.
Speaking at the second session of the "Law & Climate" international conference, Hasanov highlighted preparations for COP29, which will be held at the Baku Olympic Stadium.
“The determination of host countries for COP events is primarily based on geographical groupings within the UN. Typically, the host country is selected 24 months in advance to allow ample preparation time. However, Azerbaijan had less than 11 months due to the stringent selection criteria and the complexities of our region. Despite this, we are working closely with all parties to ensure timely preparations,” Hasanov explained.
He further noted that the COP29 Presidency Office and the COP29 Azerbaijan Operating Company were established to oversee the event’s organization. The Baku Olympic Stadium was selected as a key venue, although additional locations might host some events. The venue will be divided into two zones: the blue zone for the UN, and the green zone for the climate community and companies.
Ahead of the COP29 event, Azerbaijan will host the PreCOP meeting on October 10-11, which will welcome the ecology ministers of participating countries to discuss the agenda and key issues. This year, seven thematic days have been designated to structure discussions more effectively during COP29. Additionally, a Leaders' Summit is planned for November 12-13, which will attract many heads of state and government, making it a global focal point.
Hasanov also outlined 14 key initiatives put forth by the COP29 Presidency, addressing global expectations and emphasizing critical issues such as securing climate finance. He stressed that transparency is a fundamental priority, particularly in climate finance, where it is vital to establish clear mechanisms for funding distribution. To enhance transparency, the "Baku Global Climate Transparency Platform" was established, encouraging countries to submit transparency reports before the 29th session in November. This effort will be further emphasized at the 79th session of the UN General Assembly in New York.
