Baku hosts 10th meeting of Heads of Customs Administrations of OTS

The 10th meeting of the Heads of the Customs Administrations of the Organization of Turkic States (OTS) was held in Baku.

The event brought together the heads of customs services from Azerbaijan, Türkiye, Kazakhstan, Uzbekistan, and Kyrgyzstan, as well as representatives from the customs services of the UN, the International Road Transport Union, Georgia, and Hungary.

The first day of the event began with a meeting of customs administration experts and discussions on the agenda. The opening ceremony was addressed by Shahin Bagirov, Chairman of the State Customs Committee, Kubanychbek Omuraliev, Secretary General of the Organization of Turkic States (OTS), and others.

Discussions focused on advancing the Middle Corridor's competitiveness by simplifying customs procedures, fostering digitalization, and enhancing border-crossing efficiency. Key topics included the expansion of the “e-TIR” system, adoption of best practices such as One-Stop Shop and Single Window mechanisms, and the integration of modern technologies like e-seals and tracking systems. Participants also addressed the development and harmonization of Authorized Economic Operator (AEO) programs across Member States to streamline trade and travel facilitation.

Highlighting the increased transit potential of Azerbaijan, Shahin Baghirov mentioned the regional and international projects put forward by Azerbaijan to make a significant contribution in strengthening ties with OTS.

In his address, Kubanychbek Omuraliev, underlined the importance of implementing the commitments outlined in the Bishkek Declaration. He highlighted the Presidents’ vision to strengthen the Middle Corridor by streamlining transit procedures in collaboration with international organizations.

Furthermore, the meeting heard reports by other heads of the Customs Administrations of the Organization of Turkic States.

The meeting concluded with the signing of an Action Plan for implementing the “e-TIR” procedure in the OTS area and the Technical Conditions for Information Exchange under the Simplified Customs Corridor Agreement. The Parties also agreed to launch a Pilot Project within the said Agreement to accelerate border crossings, enhance transit transportation, and create favorable conditions for foreign economic activities across the region.
