 OSCE Minsk Process and related structures terminated

On September 1, the OSCE Ministerial Council adopted a decision to terminate the OSCE Minsk Process and its related structures.

According to a statement from the Ministry of Foreign Affairs of Azerbaijan, the decision was made in response to a joint letter sent to the OSCE Chairperson-in-Office by the Foreign Ministers of Azerbaijan and Armenia. This letter followed a meeting between the President of Azerbaijan and the Prime Minister of Armenia, hosted by the U.S. President in Washington on August 8.

As a result, the activities of the OSCE Minsk Process, the Personal Representative of the OSCE Chairperson-in-Office on the conflict, and the High-Level Planning Group have all been terminated as of September 1. The OSCE Secretariat has been tasked with finalizing the organizational and technical matters related to the closure of these structures by December 1.

The decision also invalidates all previous resolutions adopted within the OSCE framework concerning the former conflict between Armenia and Azerbaijan.

"The closure of these institutions, once established to resolve the Armenia-Azerbaijan conflict, was formally approved by all OSCE participating states, acknowledging that they are no longer necessary in the new post-conflict reality," the statement read.

This decision reflects the international recognition of Azerbaijan's restoration of sovereign control over its formerly occupied territories, which ended the conflict, and the peace agenda proposed by Azerbaijan. It also represents a significant step toward the practical implementation of the agreements reached between Azerbaijan and Armenia during the August 8 meeting in Washington regarding the normalization process.

Azerbaijan stated that it will continue to maintain its principled and consistent position, based on international law, to strengthen peace and stability in the region.
