A high-level Parliamentary Roundtable on Strengthening Climate Laws and Institutions took place on Monday, in Baku, as part of Baku Climate Action Week 2025.
The event was organised by the Baku Climate Action Week team and GLOBE Legislators, the UNFCCC focal point for the informal parliamentary group.
The roundtable focused on how parliaments, in partnership with key stakeholders such as scientists, private sector, civil society and academia, can help shape the next generation of Nationally Determined Contributions (NDCs), develop robust carbon markets, and create the enabling environment for a fair and sustainable net-zero transition.
A highlight of the session was the launch of the Azerbaijani edition of GLOBE’s Parliamentary Guide on Article 6 and Carbon Markets, timed to support preparations for the UNFCCC Article 6 Ambition Dialogue at COP30 in Belém, Brazil.
Speakers at the event included Sadiq Gurbanov, MP, Chair of the Committee on Natural Resources, Energy and Ecology, Milli Majlis, Mukhtar Babayev, Special Representative of the President of Azerbaijan for Climate Issues, President of COP29, and Malini Mehra, CEO, GLOBE Legislators.
The roundtable showcased best practices in climate legislation, examined the role of independent advisory councils, and spotlight the private sector’s growing role in implementing national climate plans. It also highlighted Azerbaijan’s progress in advancing climate policy and legislation through the Milli Majlis.
The session was built on the momentum of the Pre-COP30 Parliamentary Forum at Rio Climate Action Week (23-29 August 2025), informed by the results of the first Global Stocktake, which revealed the urgent need to bridge the “Ambition Gap” between current climate policies and the Paris Agreement’s 1.5°C target.
With global average temperatures still projected to rise under current trends, the role of parliaments in legislating, overseeing governments, and mobilising public consensus has never been more vital.
