She said that the development of cooperation between Azerbaijan and Paraguay is at the initial stage and the sides should take steps to strengthen the bilateral relations.
The MP didn’t rule out the possibility of opening Paraguayan embassy in Baku.
“Opening of the embassy would bring great benefits to the people of the two countries,” she said. ‘However, it is important to carry out preliminary work with foreign ministries of the two countries.”
Esmerita Sanchez de Da Silva noted that Azerbaijan is represented in Latin American countries with civil society organizations and diplomatic missions.
“Azerbaijan should continue pursuing the policy of promoting its culture and history, especially, in Latin America, since there are still states where the people do not know enough about this unusual country,” said the MP.
It is also very important to contribute to strengthening Azerbaijan’s public organizations in the whole world, according to Esmerita Sanchez de Da Silva.
Touching upon the permanent violation of the ceasefire by Armenia on the contact line of Azerbaijani and Armenian armies, the Paraguayan MP said that war and aggression have never been and will not be the way of achieving comprehensive peace.
The MP reiterated the respect of her country for Azerbaijan’s territorial integrity and sovereignty within its internationally recognized borders and urged Armenia to comply with the resolutions of the UN Security Council on its unconditional withdrawal from Azerbaijan’s occupied territories.
“In the Chamber of Deputies, we studied the Khojaly events,” she said.
Paraguayan people also became the victims of the massacre in 1864 as a result of the clashes between Paraguay and Brazil, Argentina and Uruguay that became known as the War of the Triple Alliance, said the MP.
“Based on the experience of our countries, I can say that wars do not benefit the humanity,” Esmerita Sanchez de Da Silva said.
The Paraguayan MP called on Armenia and Azerbaijan to reach mutual understanding based on the international law.
The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.
The Chamber of Deputies, the lower house of Paraguay’s National Congress adopted a declaration Sept.10 recognizing Azerbaijan’s sovereignty, territorial integrity and internationally recognized borders.

It is necessary to strengthen the cooperation between Azerbaijan and Paraguay, Esmerita Sanchez de Da Silva, member of the Paraguayan Congress and president of the Committee on Immigration Affairs and Development with the National Congress told on Oct.15.
