A criminal case was launched in connection with violations of the law at the Ministry of National Security (MNS).
An investigation group, consisting of employees of the Special State Protection Service (SSPS) of Azerbaijan and the General Prosecutor`s Office, was created, government sources told. The investigation group is headed by Deputy Prosecutor General Rustam Usubov.

During the investigation, it was reported that several high-ranking emloyees of MNS were detained. Sabail District Court ordered to arrest some of them as a preventive measure.

The detainees are prosecuted under the article 308 (abusing official powers) and 309 (excess of official powers) of the Criminal Code of Azerbaijan. Various criminal offenses, including harassment and extortion of entrepreneurs as well as carrying inspections outside the competence of the Ministry of National Security, unjustified involvement in the investigation, etc. were revealed as a result of the investigation.

The information about the arrest of ex-minister Eldar Mahmudov has been not confirmed.

The Presidential Administration examined the complaints of entrepreneurs according to the special instructions by the President. The results showed the Ministry of National Security is on the top of the state bodies for the number of complaints.

At the latest meeting of the Cabinet of Ministers, President Ilham Aliyev has given a final warning to the local executive powers, including law enforcement agencies to stop persecution, creating problems and extortion against entrepreneurs.
