According to the Madrid Principles, in the first phase, Azerbaijan’s five districts must be liberated, the territory must be demined and the return of IDPs to their homes must be ensured, Mammadov said. “In the second phase, the format of Lachin corridor must be determined and Lachin and Kalbajar must be liberated,” he added.
Mammadov noted that the Madrid Principles also envisage the deployment of peacekeeping forces. “The principles also include the return of IDPs to Nagorno-Karabakh and holding of referendum under the Constitution of Azerbaijan,” he said.
The PA official expressed regret over the Western unfair approach running contrary to the UNSC resolutions. According to him, the OSCE MG co-chairs also take such an approach toward Azerbaijan. “A serious problem emerges in the regulation without a fair approach”, said Mammadov.
