According to him, there is a need to adopt a separate law on the fight against religious extremism. “We are talking about the export of foreign ideologies. There should be a much fiercer fight against it,” he said.
Azerbaijan has built the first democratic republic in the East and has its own traditions, Novruzov added. “People cannot impose a rule or a law of their own will.”
He also mentioned in his speech those Azerbaijani citizens migrating to Europe calling themselves political migrants.
“Such are being offered street sweeping in Europe and many of them are doing this [work]. However, they used to work as a newspaper editor or in other positions. It’s good that they are facing that sort of conduct in Europe,” Novruzov stressed.
Ali Huseynli, chairman of the parliamentary Committee on legal policy and state building, spoke about the bills, saying the law on combating religious extremism notes that the life, health, or property of extremists may be harmed during special operations against religious extremism.
“A participant in the fight against religious extremism does not bear responsibility for any harm or damage that occurs during special operations against religious extremism. The lawfulness of conducting such operations is controlled by the prosecutor general and prosecutors under his authority,” he noted.
Rafael Jabrayilov, a member of the Committee on legal policy and state building, proposed to include in the law one’s voluntary bowing out from religious extremist activity.
“If the person has not been involved in other crimes, he can be relieved of criminal responsibility,” Jabrayilov outlined.
The bill has been proposed to the parliament’s plenary session.
The meeting featured a discussion on amendments to the draft laws “On fight against religious extremism,” “On police”, “On citizenship of Azerbaijan Republic,” “On freedom of religion” as well as to the Code of Administrative Offences and the Criminal Code.
