Azerbaijan urges CoE to launch inquiry into Nagorno-Karabakh and other occupied areas
The decision of Council of Europe Secretary General Thorbjørn Jagland to launch inquire into Azerbaijan`s implementation of the European Convention on Human Rights is surprising, Samad Seyidov, head of the Azerbaijani delegation to PACE, deputy chairman of the PACE Monitoring Committee, told on on Dec.17.

During the meeting in London, Jagland said member states’ willingness to implement the CoE conventions poses a threat to the existence of the institution, Seyidov noted.

To justify his words Jagland cited several countries, the MP said, adding that he would like note a few points in this regard.



“Firstly, the United Kingdom for many years has not been implementing the European Convention on Human Rights and denying the decision of the European Court of Human Rights. This was also stated by Jagland” said Seyidov.

Secondly, each country, while joining the CoE, signs a document on unconditional implementation of its conventions. For the first time, the Constitutional Court of Russia decided that it will implement the decision of the European Court which is compatible with its Constitution, he added.

“Thirdly, Hungary raised an issue that the CoE conventions are not consistent with its Constitution,” Seyidov said. “Fourthly, questions were raised regarding the change of judges of the Constitutional Court in Poland after the elections, which resulted in a flagrant violation of the Constitution”.
