 96% of such projects not approved at Congress - Interview
Elnur Sultanov, political scientist and tutor of the ADA University comments on the “Azerbaijan Democracy act” in his interview to AzVision.az.

Is it possible to get approval for this act? What are the procedures for the approval of the act?

Each year, 5-6 thousands of projects are submitted to the American Congress. Only 200 of those projects approved as laws. “Azerbaijan Democracy Act” is one them. This project was submitted by a congressman. The project is in the initial stage. However, this project symbolizes the ideas of the Congressmen’s lobby.

Firstly, this document must be submitted to the Committee and Subcommittee. If the Sub-committee makes a decision, this project will be considered. Then it will be sent to the Committee. Next it will be sent to one of the chambers in America. When it is approved at one chamber, it needs to be approved at another chamber. The project needs to be reviewed after approval. In this respect, it is early to talk about the seriousness of the project.

The document can be defined as a statement of the Congressmen. We don’t need to take it seriously. The law act does not cover the financial sanctions. I have read the original version of the project. The financial sanction is mentioned at the general meeting. Even if this act is approved as a law, it does not contain any information related to the financial sanctions. In this manner, this document does not say that America tends to impose financial sanctions on Azerbaijan.

Chris Smith got A+ from National Congress of America. America Congress rarely evaluates people with this score. Chris is one of them. He is a member of Armenian SubCommittee.

Obviously, Helsinki Commission is a part of the OSCE. Everyone is aware of their approaches against Azerbaijan. It is possible to say that the institutions linked to OSCE does not contribute to Azerbaijan and can be considered as a threat

The United States Helsinki Commission is an integral part of the OSCE. Everyone is aware of their position against Azerbaijan. Te very positions emerges one point that , the institutions bounded with the OSCE do nothing good for Azerbaijan.

- What is the chance of adoption of the projects proposed by Chris Smith?

This type of projects have little chance of adoption. 96 per cent of the proposals are not accepted. The bill titled “Azerbaijan Democracy Act of 2015” by him is just a paper proposed by a congressman.

-How Azerbaijan should approach the draft project?

-This is a personal opinion of one person among 535 congressmen. So, there is no any reason for concern. He does not deserve to be respected. Imagine, an Azerbaijani MP proposing an opinion on America in the Parliament. Do you think, his opinion will cause a big resonance ? So, take it easy.

I think, the embassy has lots to do yet. We have to spend more energy for such types of projects in the struggle for the welfare of Azerbaijan and for the liberation of Armenian-occupied Nagorno Karabakh. We need to colloborate with the committee.

Everyone knows Chris Smith and his CV. He is a person close to the Armenian side. Perhaps he will re-attend the parliamentary elections. He is a person that actively partake commemorating ceremonies of the the so-called Armenian Genoside. He has repeadly called for recognition of the so-called Armenian genocide. It seems to me that, we have enough documents showing his ill-intention and the circles that he works for.
