Armenian president in deranged state of mind, Azerbaijani top official says
Armenian President Serzh Sargsyan is in a deranged state of mind, Azerbaijani Presidential Administration`s Deputy Head and Director of Administration`s Foreign Relations Department, Novruz Mammadov tweeted.

"Judging from two meetings on the Nagorno-Karabakh conflict resolution with President Sargsyan in one month, I firmly concluded that he is in a deranged state of mind," he wrote.

"During the top level meetings it`s obvious that his statements, actions and mimicry are inadequate," Mammadov added.

Azerbaijan`s President Ilham Aliyev, President of Armenia Serzh Sargsyan and U.S. Secretary of State John Kerry held a joint meeting Newport on the sidelines of the NATO summit in Wales on Sept. 4.

The sides exchanged views on the current state and prospects of the talks to settle the Armenian-Azerbaijani Nagorno-Karabakh conflict.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group, Russia, France and the U.S. are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council`s four resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
