Brasseur recalled that Azerbaijan chairs the Committee of Ministers of the Council of Europe since May in accordance with the general rules.
“I conducted political debates in Baku,” Brasseur said. “I met with President Ilham Aliyev, the Minister of Justice, Attorney General, the Speaker and members, as well as with representatives of civil society. Meetings with the arrested persons were also held. The Nagorno-Karabakh conflict was discussed with the deputies."
She added that the territorial integrity is not an issue for discussion in the PACE, all Member States should follow the principle of territorial integrity.
"The resolution of any conflict needs dialogue. The OSCE Minsk Group is here to resolve this conflict," said the chairman of the PACE.
Both countries’ delegations are present in the PACE, and PACE may contribute to the settlement of the conflict through negotiations.
Brasseur noted that Azerbaijan joined the Council of Europe and signed on the dotted line.
“All 47 members of the Council of Europe have deficiencies,” the chairman of the PACE said. “There are a number of mechanisms for the implementation of the commitments made by member countries of the CE. An action plan regarding Azerbaijan is also developed. We will carry out joint projects with the Ministry of Justice.”
