Parliament approves annual report of Center for Work with Municipalities

Some MPs made speeches during the discussion of the report.

MP Fazil Mustafa offered to create large urban municipalities. “There should be large urban municipalities. Is there a need for such minor structures?,” he said.

MP Zahid Oruj noted that it was not possible last year to convince local executive authorities that municipal independence is beneficial.

“We often read media reports that an executive authority head warns or give time to a municipality chairman. Is an executive authority head authorized to warn a municipality? The other thing is, why do municipalities need assistance from the state budget or why is it not possible to collect taxes? To clean municipalities of the image of land sellers, we should either give them independence or liquidate them. Citizens have to know that the taxes collected from them will be expended on road repair and covering municipality debts. In that case, citizens will turn to districts. There is a possibility of a million job vacancies in districts,” he said.

Speaker Ogtay Asadov stressed that municipalities should be assisted by supervising over the execution of laws approved by the parliament.

“Municipalities should have their own initiatives. They should make efforts to work and we should support them,” said the speaker.
