Rauf was investigated after police found an unclaimed gift hamper containing gold ornaments and electronic appliances at the New Delhi airport addressed to him.
Rauf, who denies the charges, did not appear before the committee but sent in a submission.
That year`s scam led to test cricketer Shantakumaran Sreesanth and two other players being banned for life, and the Chennai Super Kings and Rajasthan Royals being suspended in 2016 and 2017.
