Armenia has always been and will further be a party to talks as occupying country
Armenia that bears responsibility as an occupying country has always been and will further be a party to the negotiation process, Hikmat Hajiyev, spokesperson for Azerbaijan
He was commenting on statements of Armenian officials that the unrecognized regime of Nagorno-Karabakh is allegedly a party to the negotiation process.

There are Armenian and Azerbaijani communities of Azerbaijan’s Nagorno-Karabakh region and Baku has always supported the establishment of contacts between these communities, Hajiyev said, noting that the April 5 agreement on ceasefire was reached by the Armed Forces of Armenia and Azerbaijan.

It is Armenia that occupied Azerbaijan’s territories by force in contravention of the UN Charter and the principles of international law, and Armenian armed forces are illegally present in the occupied territories, according to Hajiyev.

“Like other international documents adopted regarding the conflict, the judgment dated 16 June 2015 of the European Court of Human Rights (ECHR) on the case “Chiragov and others versus Armenia” once again affirmed Armenia’s responsibility as an occupying side,” the spokesperson stressed.

“The judgment stated that “the Republic of Armenia, through its military presence and the provision of military equipment and expertise, has been significantly involved in the Nagorno-Karabakh conflict from an early date; Armenia`s military support has been and remains a crucial factor in the occupation of territories and control over them. Thus, Armenia has control over Nagorno-Karabakh and seven adjacent districts,” he added.

Hajiyev noted that Armenia has established a so-called regime in the occupied territories in order to cover up the aggression and occupation against Azerbaijan and mislead the international community.
