 OSCE PA should contribute to Karabakh conflict settlement - Kristian Vigenin
The OSCE Parliamentary Assembly should contribute to the settlement of the Nagorno-Karabakh conflict, OSCE PA Special Representative on the South Caucasus Kristian Vigenin said on Monday, urging the Minsk Group to intensify its work on the issue.
Addressing the OSCE PA Bureau meeting, the special representative spoke of the latest hostilities on the contact line of Armenian and Azerbaijani troops.

Vigenin went on to add that the OSCE PA welcomes the pardoning of a number of prisoners in Azerbaijan in March, as well as the release of some of prisoners by court decisions.

In his speech, Azerbaijani MP Azay Guliyev expressed regret over the losses caused by the recent armed provocation of Armenian armed forces on the contact line of troops.

“Azerbaijan’s settlements are located close to the contact line of troops and thus the civilian population is constantly becoming the target of Armenian army,” Guliyev said, noting that six civilians, including two teenagers under 16 years old, were killed and 24 civilians were seriously wounded as a result of the Armenian attacks.

Moreover, 206 private houses, 69 electricity poles and 28 schools were damaged, the MP added.

“We are defending our own people in our own lands,” Guliyev said. “Azerbaijani armed forces have taken retaliatory actions to prevent the Armenian armed provocation and ensure the safety of the civilian population.”

He also added that Azerbaijan is not interested in the processes that imitate the talks and don’t contribute to the settlement of the conflict. “We have no intention to engage in an endless process under the guise of negotiations,” he said.

The MP stressed that the Nagorno-Karabakh conflict should be resolved within Azerbaijan’s territorial integrity and internationally recognized borders of Azerbaijan, urging Armenia to show sincerity in the talks and leave the Azerbaijani lands.

The OSCE Minsk Group and its co-chairs should take effective steps in this direction, he said.
