Draft law on president
Armenia’s incumbent president, Serzh Sargsyan abused power, according to the Armenian parliament’s draft decision on Sargsyan’s impeachment, prepared by the MP from the Armenian National Congress, Nikol Pashinyan.

The draft decision was also published by the Armenian newspaper Haykakan Zhamanak (Armenian Times), the Epress.am website said.

The document’s author notes that one of the manifestations of abuse of power is the signing of an order by Sargsyan in June 2009 to disband a group dealing with finding facts on March 1-2, 2008 [the forceful dispersal of a peaceful demonstration of supporters of opposition’s presidential candidate, the death of 10 people, and the arrest of hundreds of opposition members].

Pashinyan said the group was created by Sargsyan’s order, and under the order, it could be dissolved only in case of conclusion of the structure’s activity, whereas Sargsyan stopped the group’s work illegally.

According to the document, the fact-finding group’s activity threatens the official claims about the events of March 1-2, 2008, which “could lead to the disclosure of crimes committed by Robert Kocharyan, who served as Armenia’s president in 1998-2008, and the authorities governed by him, including the murders of citizens in the center of Yerevan on March 1-2.”

The draft decision said the group’s members, Andranik Kocharyan and Seda Safaryan, upon completion of their activity, published four reports giving proof that Sargsyan’s decision to dissolve the fact-finding group was taken in line with the group interests to exempt himself, the second president Robert Kocharyan, and lots of persons who contributed them from legal liability.

The document also notes that Serzh Sargsyan committed high treason signing in Zurich October 10, 2009 a protocol between Armenia and Turkey, which enshrined the creation of a bilateral government commission to study the historical records and archives.

Thus, according to the draft decision, Sargsyan did Turkey a favour in obtaining a lever to prevent international recognition of the “Armenian genocide”.

The MP also believes that Sargsyan’s awareness about Russia’s increasing the gas prices for Armenia in mid-2011, but did not notify that to the locals users, is also an abuse of power.

Pashinyan said Sargsyan’s abuse of power in 2013 had serious consequences, since instead of accumulated debt the Armenian government handed over its 20-percent stake in the company ArmRosGazprom to Russia.
