Armenian President openly said for the first time that he refused to hold negotiation. In addition, he does not plan to return back to the negotiation process within the current conditions.
`The Russian-brokered ceasefire agreement reached after the recent escalation of tension on the contact line is not enough to prevent any large-scale war `, Sargsyan said.

`The military operations were conducted just 200 km away from the contact line. Azerbaijan wanted to `invade` Nagorno Karabakh and propose ultimatum,` he claimed.
Sargsyan for the first time confessed that they lost areas during the latest battles on the contact line.
`Azerbaijani Armed Forces took control of small area from the north and south of contact line. As those areas are not of any strategic importance, we do not need to return them at the expense of additional losses`, Sargsyan said.

`Military operations were ceased due to the agreement among headquarter`s heads. However, it is unacceptable to deploy peacekeepers in the disputed territory. The news regarding the discussion of the deployment of Russian armies in the disputed territory was not groundless during the previous negotiations, but now I do not see such an opportunity`, he added.
`How can Russian forces appear in Karabakh, if there are not any negotiations? ` - Sargysan asked. In his opinion, Russia realizes balancing between Azerbaijan and Armenia to prevent large-scale war.
Proposing conditions to start negotiations, Armenian President said that the OSCE MG co-chairs must create an investigation mechanism of incidents happened on the contact line and provide guarantee.
`During the negotiations with Azerbaijani President Ilham Aliyev in Kazan in 2011, I was ready to withdraw Armenian Armed troops from 5 occupied territories and deploy peacekeepers to the region. However, the Azerbaijani side came up with new suggestions,` Sargsyan added.
