The act of pardon is expected to apply to 10,000 prisoners, he said, adding that 3,500 of them will be released from the places of detention.
Asgarov pointed out that it is the fourth appeal of Mehriban Aliyeva to the parliament over the adoption of the act of pardon.
It is planned to hold the parliament`s meeting on this issue on May 20.
