It is the fourth appeal of Mehriban Aliyeva to the parliament over the adoption of the act of pardon. 61 pardon decrees and 10 amnesty acts have been adopted in the country since 1995.
9,877 inmates were pardoned under the decision of the Azerbaijani parliament dated May 8, 2007, 9,564 inmates - under the decision dated March 17, 2009, and 10,040 inmates - under the decision dated May 7, 2013.
