During the short two-year period of its existence, prior to the 1920 Bolshevik occupation of Azerbaijan, ADR established functioning secular democratic institutions, granted universal suffrage rights to women and secured Azerbaijan`s international recognition. Recalling his meeting with the Azerbaijani delegation in 1919, President Woodrow Wilson remarked that the Azerbaijanis shared his ideals of liberty and justice.
