"We have set a few goals by creating “ASAN xidmət”. All of them are important to us. Their implementation will allow us to more rapidly develop our country. In the first place, fight against corruption and bribery find a positive solution by means of “ASAN xidmət”, - said Azerbaijani President Ilham Aliyev on December 16 in the opening ceremony of the I Republic-wide forum of volunteers ASAN at the Center Heydar Aliyev in Sabirabad.
The President noted this practice have to be applied in all other spheres to even more serious fight against corruption and bribery in Azerbaijan: "I have repeatedly spoken out on these issues. Azerbaijani state has made considerable efforts to eliminate this social evil. But we have seen that in some cases penalties, administrative measures were insufficient. In such cases, there is a great need for the adoption of institutional measures of a systemic nature. We are very serious about this work, and “ASAN xidmət” is a unique tool for this. In “ASAN xidmət” no corruption, bribery, which suggests that such a system could be set up in all areas".
According to the President, the experience of “ASAN xidmət” now is transferred to other areas, and there will be applied: "Transparency is the issue that determines the future of any country, because without transparency, we can not carry out any reforms, the country will not be able to develop dynamically in any economically or politically. However, for the successful development of any country society should maintain the current policy, it is necessary unity of the people and the government. We see that wherever unity is broken, countries are faced with great challenges, disasters. These events are taking place before our eyes. Unity between the people and the government of Azerbaijan is the basic foundation of our success, and we must constantly strengthen this unity. To do this, of course, the standard of living should be even higher, and the international image of the country - even stronger. The country must develop in a way that every citizen has to be proud of being citizen of Azerbaijan. At the same time, society should not be allowed negative facts, we will continue to make efforts to achieve this goal."
The President noted that “ASAN xidmət” takes a special place among the institutional measures against corruption and bribery: "I am sure that if this practice would be applied in other countries, they also soon convinced of its positive sides. “ASAN xidmət” simultaneously is a service created for the convenience of people. Not surprisingly, it`s called “ASAN”’.
"People here are not wasting any time, without having to deal with any bureaucratic obstacles, demand and receive what they are owed. They can get any document in a matter of minutes. “ASAN xidmət” is also the unique practice of cultural services. It`s not secret, of course, you`re young, probably do not remember - that one of the signs of the Soviet period were the bureaucracy and in some cases an abnormal ratio of public bodies to the people. We live for 23 years as an independent state, but still have not been able to eliminate all the consequences of that time", Ilham Aliyev said.
According to the President noted that there are also psychological issues, as well as the negative role played by certain practices: "So services in “ASAN xidmət”, as well as approaches to services are completely different. So, it should be so. Azerbaijani citizens everywhere should be met with respect, especially in government. Do not look down on them, trample on their rights. Governmental officials should not give them any inconvenience, should not be placed upon them unreasonable demands. If these principles are fully approved, then, of course, our work will go even faster."
Ilham Aliyev noted that the system of “ASAN xidmət” is such that people are approached with great respect, and everything find its fair decision: "Because in some cases, we see that justice is violated, even so happens that sometimes someone wants to jump the queue, but here it is impossible. All right, in turn, is transparent, clean. No one can claim to say, someone was ahead of me, and he/she was treated better than me. Yes, fracture made in the area of services, is a great success “ASAN xidmət””.
