In a report released Wednesday, the rights group urges Kenyan authorities to investigate the disappearances and the deaths of detainees in the northeast.
The report cites cases where suspects arrested over alleged ties with the Somalia-based Islamic extremist group al-Shabab have disappeared.
Charles Owino, a Kenyan police spokesman, said a police oversight committee would carry out an independent investigation and that any police officer found culpable would face trial.
Kenyan police have been in the spotlight over the killings of a rights lawyer and two others whose bodies were found dumped in a river last month.
