Asgarov noted that the draft Referendum Act submitted by Azerbaijan’s president doesn’t diminish the powers of the country’s parliament, but rather proposes a new mechanism for proper functioning of the parliament.
“The president is empowered to dissolve the parliament in case of emergency so that parliament is not paralyzed. The draft act envisages the cases in which the parliament can be dissolved,” he added.
The vice-speaker doesn’t suppose the parliament can be dissolved in near future.
He expressed confidence that the Azerbaijani people will support the Referendum Act.
On July 18, Azerbaijan’s President Ilham Aliyev signed an order on submitting the draft Referendum Act “On making amendments to the Constitution of Azerbaijan” to the Constitutional Court.
The Constitutional Court approved the draft Referendum Act at a plenary session on July 25.
In this regard, the Central Election Commission will hold a meeting on July 26.
