Azerbaijan announces statistics on election violations during past 11 years
Most of violations were recorded in municipal elections. This is related to mass participation in the municipal elections, the First Deputy General Prosecutor Rustam Usubov said at the seminar held by Central Election Commission for chairmen of Constituency Election Commissions (Con.EC).
According to him, the General Prosecutor’s Office received 365 appeals in the parliamentary elections on November 16, 2005 and parliamentary re-elections on May 13, 2006: “Of this, 102 came from CEC, 35 from election commissions, 4 from election blocs, 31 from law-enforcement agencies, 193 from citizens. Totally, 20 criminal cases were launched. Of this, 6 cases were launched against persuading the voters, 5 against falsification of documents, 4 against hooliganism, 1 against violence against government representative, 3 against intervention in activities of election commissions, 1 against abusing power. 14 cases have been sent to the court, legal decisions were made about 18 persons. 5 of these 18 persons were candidates, 6 chairmen of polling stations and ConECs, 4 members of elections commissions, 3 civilians. Results of elections on 10 constituencies were canceled. The prosecutor’s offices did not receive any appeal in presidential elections in 2008.

Usubov noted that the prosecutor’s office received 93 calls during the 7 November 2010 parliamentary election: “Based on those calls, a criminal case was opened against MP candidate Vidadi Isgandarov upon the order of the prosecutor general. The criminal case was due to threatening voters. At the same time, prosecuting authorities received 23 complaints over the 1 November 2015 parliamentary election. Of them, 17 were sent to the CEC, 2 to constituency election commissions, and 4 complaints were explained to the complainers based on the law. Furthermore, the results from Aghdash constituency No.90 were cancelled. A separate election was held in this constituency on 18 June 2016. So there is an upward trend in this area.”
