“A preliminary opinion will be issued and made public in the week preceding the date of the referendum,” said the statement. “This preliminary opinion will be subsequently submitted to the plenary session of the Venice Commission which will take place on 14-15 October 2016 in Venice, for endorsement.”
Azerbaijan’s President Ilham Aliyev earlier signed an order to hold a referendum on making amendments to the country’s Constitution on Sept. 26, 2016.
