The letter reads as follows:
“Dear Mr President and beloved brother, I extend to Your Highness and the friendly people of Azerbaijan my sincere congratulations on 18 October – the 25th anniversary of state independence. Turkey is as proud as Azerbaijan of the decent international position Azerbaijan, which has been developing and gaining in strength since gaining independence in 1991. The role which national leader Heydar and your wise leadership played in achieving this attainment is unquestionable. I firmly believe that the cooperation and solidarity between our countries, which enjoy an exceptional relationship, will continue to strengthen and develop in the coming period. I would like to emphasize that we will continue to offer all kinds of support to fraternal Azerbaijan. Taking advantage of this remarkable occasion, I wish Your Highness, my beloved brother, robust health and happiness, and to the friendly and fraternal people of Azerbaijan prosperity and well-being.”
