Japan is considering the possibility of dispute with Russia Kuril Islands
The new strategy of the government of Prime Minister Shinzo Abe is to signing a peace Treaty and recognition of the rights of Russia to the Islands of Shikotan and Habomai, as stipulated in the Soviet-Japanese Declaration of 1956.
