Karabakh conflict can flare up- Ramiz Mehdiyev
The international institutions must take measures to put an end to occupation and terror policy of Armenia, Head of Azerbaijan's Presidential Administration (PA) Ramiz Mehdiyev told AzVision.az while commenting on the Armenian provocation happened on the contact line between Azerbaijani and Armenian troops on July 4.
On July 4, around 20.40, Armenian Armed Forces shelled Alkhanly village of Fuzuli region from mortars of 82mm and 120mm caliber, and also from heavy grenade launchers.As a result of this provocation, the residents of the village of Allahverdiyeva Sahibe Idris gizi, born in 1966, and Guliyeva Zakhra Elnur gizi, born in 2016 died. Guliyeva Sarvinaz Iltifat gizi, born in 1965, received a fragmentation wound, was hospitalized and operated. This crime has displayed the terrorist nature and an inhumane and a criminal face of military-political regime in Armenia.

Azerbaijani government has strengthened its efforts to achieve fair solution for the Armenia-Azerbaijan and the Nagorno-Karabakh conflict in accordance with the norms and rules of international law. Our country has gained superiority both in the field of diplomacy and military in regard with the Azerbaijani president Ilham Aliyev’s tenacious, principled and deliberate policy. Azerbaijani Armed Forces’s successful military operations in response to the Armenian provocations on April, 2016 resulted in the liberation of thousands of hectares of the lands and strategic heights. Historical April victory has become a turning point in the resolution of the Nagorno-Karabakh conflict and strengthened our country’s stance in the negotiations process.

Today life has returned to normal in the liberated and secured lands. The Jojug Merjanly village of the Jabrail district was restored and became available for use in a short span of time under the order of Azerbaijani President Ilham Aliyev. Jojug Merjanli has symbolized a return back to our motherland for more than one million IDPs and our society.

Currently, Armenia encounters many defeats in both political and military fields, being isolated from the political and economic life of the region and experiencing social tensions and economic crisis. The current situation staggered the stands of the Sargsyan’s criminal regime within and outside the country. It seems that Sargsyan tries to neutralize the pressures against him by sanctioning the regular bloody crimes against Azerbaijani civilians and to extend his term. On the other side, Sargsyan intends to raise panic and psychological tensions among Azerbaijanis living on the contact line.

Indeed, it is a continuation of long-term genocide and terror policy by the criminal regime of Armenia against Azerbaijani civilians. The facts such as Armenian genocide actions in villages of Malibayli, Yukhari and Ashagi Gushcular, Garadaghli and Khojaly district in 1992 as well as other terror actions in other regions of Azerbaijan expose terrorist and genocide policy of Armenia. In the following years, this policy has been carried on systematically. Armenia shelled the settlements near the contact line with Armenia on April, 2016. As a result of those incidents, 5 civilians died and more than 30 people got wounded.

Violating the international legislation, Armenia does not follow the calls and demands from outstanding organizations, especially the UN Security Council. Azerbaijani territories are under the Armenian occupation for 25 years. It is pity that the international community and OSCE Minsk Group Co-Chairs directly engaged with resolution of the problem have not taken any influential steps to eliminate the occupation and restore the justice. There are numerous facts about the regulation of analogical conflicts in various parts of the world within a short period of time, punishment of occupants and imposition of sanctions against perpetrators.

What is the reason of openly pursued double standards policy against Azerbaijan? Why the OSCE Minsk Group co-chairs turn blind eye to an increasingly aggressive terrorism and genocide policy of Armenia and its vicious behaviors against civilians? Why they don’t react the latest incidents happened in Alkhanli village adequately? Why the international community do not impose sanctions and take coercive measures against Armenia?

Why famous organizations talking about human rights and freedoms and holding campaigns against independent states at every turn, keep silent and indifferent on brutal killing of women and children?

We do believe that double standards policy against Armenia-Azerbaijan Nagorno-Karabakh conflict and impunity against Armenian military-political regime pave the way to Armenian government’s new crimes. As a result of the world community‘s uncertainty, Armenian leadership not only ignores decision and resolutions of the international organizations, but also harshly violates the international humanitarian law , in particular, the Geneva Convention, by killing Azerbaijani civilians living on borderline regions.

Latest incidents showed that the processes have already reached an unbearable level. International community should be decisive and immediately take necessary measures in order to end Armenia’s state level pursued occupation and terrorist policy. It is high time to realize that Armenia-Azerbaijan Nagorno-Karabakh conflict is not a frozen conflict and may ignite at any moment and can cause bitter consequences.

Unequivocally I can say that Azerbaijani republic will never acknowledge the occupation fact, allow creation of second Armenian state on our lands and do its best to ensure the security of its territorial integrity and population. This is not just a word. This is a principled and unchangeable position that repeatedly voiced by the President of Azerbaijani Republic Ilham Aliyev. The international community, the OSCE Minsk Group co-chairs and Armenia’s criminal regime must understand the reality.
