The statement says there is a sufficient number of legal grounds for bringing to justice of the criminals who perpetrated the 20th January tragedy.
It is noted that the January 20 tragedy can be classified as a crime against humanity based on Clause 7 of the Statutes of the International Criminal Court. There is sufficient number of legal documents allowing for classification of the January 20 incident as a crime against humanity is one of the gravest types of international crimes according to the international law, as well as there is sufficient number of legal grounds for instituting criminal proceedings against the persons who ordered implementation of this massacre and who perpetrated it, especially the then USSR leaders.
The statement has been sent to the UN General Secretary, the UN Security Council, the UN Supreme Commissioner for Human Rights, the UN Supreme Commissioner for Refugees, the senior officials of UNESCO, European Union, Council of Europe, and OSCE, international institutions, as well as embassies of Azerbaijan Republic abroad and foreign countries’ embassies in our country and Azerbaijani Diaspora organizations.
