Deputy comments on EU`s different attitude to Karabakh
"No state has a many lobbyists in Western countries, as Armenia".
MP of Milli Majlis, political scientist Rasim Musabekov asnwered the questions.

European Court of Human Rights (ECHR) ruled in the case "Chiragov and others vs Armenia" concerning the violation of the rights of Azerbaijani citizens who have been displaced from their lands. How do you comment on this decision?

This solution significantly important and useful but not miraculous. By the way, as you know, the ECHR also ruled in the case of "Sargsyan vs Azerbaijan" (the decision states that "the rights of the Armenian refugees are violated due to lack of access to their property in Azerbaijan, left during the conflict over Nagorno-Karabakh" - Ed .). In fact, the European Court balanced its attitude and delayed its implementation until the settlement of the conflict.

So there are no directives, no exact timing of satisfaction of the claim in the European Court`s decision?

No, the urgent implementation is out of question. According to the decision, we have a whole year to talk and find some solutions. A year is allocated to this end in a hope that if there is peace, this issue will be resolved. I mean compensation to refugees and IDPs.

Along with this, the decision has a very important moment for us. In fact, it recognizes that Armenia has occupied Azerbaijani territory. Speaking of which, to a large extent the claim of the Armenian from former Shahumyan region also based on the fact that the Armenians occupied territories of Azerbaijan, the Armenians have created this military history, which affected the interests of above mentioned Armenian.

In fact, it is most important for us. The problem is given a legal qualification.

That is why the Chairman of the Public Chamber of Moldova Aurelia Grigoriu said the decision of an international court is historical for Azerbaijan.

I would not say that this assessment by the ECHR is higher than the estimate of the four UN Security Council resolutions. European Court in this case relies on the UN resolutions.

I would like to touch upon another high profile case in the European Court of Human Rights, although Azerbaijan is not directly affected. Baku to support Turkey on the famous "Perincek vs Switzerland" case, concerning allegations of genocide of Armenians in 1915. How important is our support for Turkey?

I`m sure we would have supported Turkey, even if it concerns not only Armenia. In the end, the thesis of "One nation - two states" requires a demonstration of solidarity. On top of that we have a common enemy. So there is nothing surprising there. This is quite natural. It would be wrong, even if we had the opportunity to participate, and we would have ignored it.

Returning to the subject of the ECHR decision on Azerbaijani refugees. Thus, another international organization, and that is particularly important - the highest court in Europe, recognized the aggression of Armenia against Azerbaijan. Why European Union which speaks about support for the territorial integrity of Ukraine, Georgia and Moldova almost every day, does not want to admit it?

There are two points. None of the states, even Ukraine, does not have as many lobbyists in Western countries as Armenia.

Along with this, there is another fundamentally important point. West perceives Karabakh movement and behavior of Armenians as an event that marked the beginning of desintegration in the Soviet Union.

In this sense, they believe that Armenians can count on a lenient attitude on any prize. But the annexation of Crimea to Russia, and what is being done in the Donbas, Transnistria, Abkhazia and South Ossetia is perceived in the West as the process of reintegration of post-Soviet space in the hands of Russia. That is why the Europeans have such an attitude to Karabakh.
