Sometimes everything is going very well, is friendly, but sometimes there is cooling of relations, Richard E. Hoagland, the US Principal Deputy Assistant Secretary of State, told reporters on July 23 while commenting on cooling of relations with Azerbaijan.
The two sides need to come together, demonstrate good will and mutual respect and restore the relations, the US official added.
