According to him, heads of European national libraries are attending the meeting.
He also stressed that Azerbaijan has been actively involved in CENL activities since 2003 and is ready to continue holding them in Baku.
CENL president Bruno Racine said agreements on cooperation must be signed between the organisation and libraries.
"Almost all libraries have problems with budgets," he added. "We should try to solve this problem and this issue must be discussed."
