After installation laps for everyone, Isack Hadjar set the early benchmark to beat with a 2:04:063, but that time was quickly beaten as the track continued to improve.
Fittipaldi then moved to the top with a 2:02.689 for Van Amersfoort until Victor Martins posted a 2:01.688 in the ART Grand Prix #1 car. He improved on his next effort, lowering the top time down to a 2:00.384.
After the opening 10 minutes, Fittipaldi was the first driver below the two-minute mark, setting a 1:59.550 to go back to P1. He briefly lost P1 to Kush Maini but was back to the front on his next attempt, on a 1:58.244.
The Red Flags were out with 21 minutes to go as Josep María Martí was stationary at Turn 6 after a spin, just as rain began to fall around the Baku City Circuit.
Practice went back to green with 15 minutes left but there was no rush to get back out on track with grip at a premium even before the rainfall.
Drivers began to venture back out with 10 minutes left of Practice, but they were all tentative with grip so difficult to find.
Red Flags were back out again shortly after however, this time as Oliver Goethe went nose first into barriers at Turn 15 after a lock-up in his MP Motorsport car.
With the car in need of clearing and the barriers needing to be repaired, there was not enough time left for any more competitive laps.
It left Fittipaldi quickest from Maini, Antonelli, Zane Maloney and Dennis Hauger in the top five.
Qualifying in Baku is scheduled to get underway at 15:00 local time.
